Brian Flynn has named a party of 18 players with a number returning from the senior squad - Wayne Hennessey, Neal Eardley, Lewin Nyatanga, David Edwards and David Cotterill. There is also a recall for Nicky Adams.
Darcy Blake, Aaron Ramsey and Jonathan Brown have not been considered due to FA Cup commitments with Cardiff City.
"Using a game against England as a warm-up shows how far we've come," said Flynn.
"Three years ago they beat us 4-0, but the way the lads have improved since then is a credit to them. I could have picked two squads, such is the strength in depth we have."
